Yes, but the Max voltage rating is reduced to 13 kV, dc to 2 Mhz. Refer to Figure 1-2 in the user manual for frequencies above 2 Mhz.
However, even a very small amount of liquid remaining is sufficient to operate at full specification, since it is the vapor that provides the insulating properties.
