Is it possible to run the MTS4EA software on the same PC that is hosting its floating license?

Yes. To configure the MTS4EA to run locally on the same PC that is hosting a floating license for it, go to the DESkey control panel, on the DK2/DK38 tab, both the "Enable Local DK2 Access" and the "Enable Network DK2 Access" check boxes are checked (see screenshot below). Also, be sure that the Windows firewall is configured to allow communication over the licensing port.
