Can the PQA300 perform analysis “offline”?

Yes. Playout, capture and analysis can all happen at arbitrary times (normally you have to capture at the same time you playout unless your device under test has some method for delaying the stream). You can playout a stream and capture it after having gone through your device under test and then save the analysis for later while you capture more streams. You can even use Tcl script files to automatically perform many tasks without user input. This scripting capability is discussed in more detail in the user manual, of particular interest would be page 2-55.
