It is true that 100% color bars can be transmitted by PAL transmitters, but it is also true that a signal could be encoded to greater than the 100% color bar levels through a misadjustment of the camera, or a misadjustment in the graphics paint box. Of course this could be seen other ways, but it may be of some value to look at the signal the same way in different formats. Even though the Arrowhead display may be more important in the NTSC domain, it is still useful for signals that may be transmitted by PAL broadcast transmitters.
